What does having a 'sui generis' drinking establishment mean (formerly known as Class A4)?

Drinking establishments comprise uses such as a public house, wine bar or other drinking establishment.  The 2020 Business and Planning Act removed them from their former Class A4 use - they are now classified as 'sui generis' which means they are a use beyond classification and do not benefit from any permitted development right to move to any other use.
